Jeff,

Maybe it would benefit all members if you would write a 
simple description detailing your impression of the
"limited mandate" that the Panel members are under, with
links to the archives to substantiate your writings.

And a concise list of the Panel Chair's responsibilities
and tasks would also be helpful. Since so much time has 
gone by and so many topics have passed through this list, 
I think we could all use a fresh recap. Several members 
have expressed confusion about these two topics.
