Dear Folks,
at this stage the panel has achieved something of real value: we have not 
disputed. This is IMHO a real achievement because we do not know each 
others, we do not have the same cultures, we do not have the same 
understanding of the network, of ICANN, of our national interests, etc.

We have however survived the crisis of Joanna's and Judith's departure. And 
currently have no Chair. But starting debating properly under Hans' moderation.

Now, I think it is time to build over that foundation. The way I propose we 
proceed is simple: every Panel Member explains to the community, and from 
his Panel experience:

1. how he sees our organization
2. what he wants to see achieved
3. what he wants to carry as a Panelist
4. how he sees the Panel to organize to achieve its mission

Some kind of first quarter report.

Then we will try to help each other working out what is not contradictory 
(we put that onliine).
To reduce the possible conflictual objectives, and we proceed.

That way we will see who are the active Panelists, and what visions are 
supported by the Members. I suppose this will rise a real debate and help 
us all to define our doctrne, strategy, priorities

If you support that we will introduce a motion, or better we will proceed 
from our own will. Democracy is als that elected people report to voters.
