None of the above, Chris.
Rather the following would/could be a good guide:
I want an organizations who's membership is open to any and
all stakeholders/users or other interested individual parties, regardless
of race, creed or previous condition of servitude.

Chris, I recognize that you are wanting to in effect side with Danny
on his view of what he believes this organizations members should be.
However such leading questions or statements in the form of a poll
or resolution are not only highly inappropriate, but do not and cannot
apply to a truly international organization. They cannot because
some of the following reasons:
1.) Background investigations of some potential members from some
countries is not possible. China, for instance.
2.) Such background investigations are many times if done accurately,
correctly and completely, very expensive. Good ones cost at least
$2000.00 at a minimum each.
3.) Legal implications. There are in the US and other countries legal
concerns and precepts that if such a background investigation is conducted
on a potential or existing member, the litigation and other legal costs
could get prohibitive and usually do should such a breech of privacy
be improperly or perceived as improperly done...
On the Converse side of your poll questions/statements:
1.) Your #1 and #2 seem to be worded to justify your #'s 3, 4 and 5.
As such, the perspective poll is skewed in the negative or towards
ONLY #'s 3, 4, and 5... Hence making such a poll skewed and therefore
misleading.
2.) Your #'s 1 and 2 also do not accurately reflect the actual purpose
I am supposing that they may mean. That being an "open to all"
in especially your #1, and "Open to all with questions later" to
your #2.
