Your proposed rules seem pretty reasonable. I don't think it is our most urgent business to implement them, but I will try to get WG-WEB to focus on these matters in the coming weeks.

Let me enumerate the The Rules, under which a volunteer would be willing to serve as your successor :

1. the webmaster will have the support of at least 7 of the 11 Panel members.
  Bret was elected by a vote of 6-1-1.  That is a strong endorsement.

2. the webmaster will keep himself accountable to the membership by publishing in the Forum a monthly log of all changes made and of the time spent on the changes.
  this seems like a good idea

3. the webmaster will request approval for changes from the Panel, in non -controversial cases after and in controversial cases *before* implementing them.
  this seems like a good idea

4. the webmaster will stand for a vote-of-confidence (by Panel , confirmed by the members) after 6 months.
  this seems reasonable

5. the webmaster will hand over control of the server to a Panel member who is elected by the Panel specifically for this role.
I would rephrase this: webmastering and webserver hosting should be in different hands
