    Ok.  instead of getting affirmative votes, now what Hans needs to that 
others, or at least people other thanme, don't object.

     Given the level of participation in the panel, this new standard 
should give Hans a lot of opportunity to declare policy for the group 
without the inconvience of actually getting approvals for anything.

     I would be curious, which panel members have indicated support for 
Hans's various proposals?
