 - You have CEO, COO, CFO, CIO, the operational folks
 - You have HR, Treasury, Maintenance, etc., the support folks
 - You have the BOD, BOT, the oversee folks

The operational and support people all (in)directly report to a Chief
something, who in turn eventually reports to the CEO (or equivalent), who
might also be the Chair of the BOD.

You might have another type of operations oversight, Audit Committee, that
by the nature of the duties "bypasses" the Chiefs and reports directly to
the BOD.

To have a support position (Web Master) report to a Committee (WG) is
fine. But let us not forget that the WG reports to the Panel and its
Chair. 

It is the Panel and its Chair that have the last word on what best serves
the interests of our group, not the WG or the Web Master.

If the Web Master or the WG does not follow the Panel's wishes, the Panel
replaces the Web Master or WG.

If the Group feels the Panel does not "represent" the group, the Group
replaces the Panel.
