In the old world of corporations this was pretty much the standard
as Walter rightly points out. However, very few well managed
and structured companies over the past 15 years or so have a
CEO that is also COB. This would include for-profit as well as
non-profit corps.

Indeed true. ANd this still holds true today as well. However we
do not have a BoD nor a CEO, nor as COO, nor certainly a CTO.
As we are still in the formative stages in a boostrap approach,
with no funding, no bylaws yet, no Charter yet, no missions statement
decided yet, and certainly no articles of incorporation none of this
applies to this organization yet. Hence the members are the BoD
until such time as we have a proper election to elect BOD members.
What we DO have however is a Panel with a very limited
mandate.

No the WG reports to the members/BoD) and out of courtesy reports
tot he panel unless that committee is dealing with the Bylaws, Charter,
Mission statement or Articles of incorporation documents. The Panel
has a very limited mandate and that mandate is not inclusive of any thus
far WG activities.

No it is the Members that have the last word. We did not and have
yet to elect any BoD members or determined any executive staff.
The panel develops and proposes. The members/BoD determines
or disposes...

Again incorrect. The Panel does not choose or replace anyone except
themselves at this juncture. Until or unless we have and do elect a
Chair of the whole membership, a BoD and determine either by election
or from a hiring doctrine, we the members are the BoD and we decide
whom is to be replaced or put into any positions such as Web Master.
Recommendations should of course come from the WG-Web. Than the
members can review the recommendations, add additional recommendations
as to how and whom a webmaster is selected/elected.

Again incorrect to a point. The Panel was never elected to represent the
group except to a very limited Mandate of tasks to complete. It has strayed
greatly from that mandate, yes. And this need to either voluntarily cease,
or be brought to a halt. If not one of the other, than this organization
is heading down a road to discredit and eventual ruin...
