  No I am not.  What of my modification above prompted you to
ask this question or perhaps assume such?

  I am in favor of stakeholders/users voting on issues that they believe
effect them.
SOMETIMES this will suggest or require "Polls", SOMETIMES such will
not suggest or require "Polls".  SOMETIMES this will require or suggest that
stakeholders/users vote directly on issues/resolutions/policy statements
that reflect their desires/requirenments...  Pretty simple really...  I am a
bit
surprised that you seemingly did not or do not understand such without
my more detailed explanation.  None the less I have not problem
with yet again repeating it for the umpteenth time...
