If you'd said that, I'd've understood immediately. :) FWIW, the "To PROVIDE a mechanism" paragragh was meant to deal with how ICANNATLARGE.ORG would advocate and participate in IOOs (Internet Oversight Organizations), not how internal ICANNATLARGE.ORG democracy was handled. Referendum/Initiative is a great idea, I just don't want my Inbox filled with endless minutia on every issue. (c.f., the Texas constitution where citizens in totally irrelevant counties are requested to vote on minor issues solely concerning other counties and whatnot every other year. Ick.) -s
