You should be aware that ISOC is not a very hierarchical or well defined
entity these days. For example, the European ISOC chapters usually have
different perspectives than the American ones and the headquarters - we
even have our own European coordination point, the ISOC-ECC
(www.isoc-ecc.org) - and many European members, including myself, are not
so happy about the changes that the US headquarters have brought to the
internal organization. Basically, ISOC chapters now are for most aspects
independent from isoc.org - they have their own separate incorporation,
bylaws and membership fees, for example.
Said this, the duty of each panel member, when acting as panel member, is
to act in the interest of this organization, and not to consider any other
of its affiliations. I don't think that there's any case in which this rule
has been violated.
