Re:  1) ICANNATLARGE.ORG puts forward an application to become an ICANN 
constituency, in which case one would have to be a member of the organization 
to be part of the constituency. 

A single organization (such as icannatlarge) cannot petition the Board for 
recognition as a new or separate Constituency.  Such a petition must be 
tendered either by a group of individuals or a group of entities (according 
to the ICANN bylaws).  
A constituency is not intended to be the home for a single organization, but 
rather a meeting place for those with a shared set of interests.  For 
example, a group of hackers (individuals) led by Andy Mueller-Maguhn could 
petition ICANN for recognition as a constituency, but 2600.com (alone as an 
organization) could not present a petition restricting constituency 
membership solely to its own organization.

You refer to people who do not subscribe to the aims of icannatlarge enough 
to want to be members, and ask how a collective effort to create such a 
constituency could be meaningful...  frankly, I wasn't aware that this group 
had even defined its "aims"... I certainly haven't seen any ratified mission 
statement, or for that matter, any other organizational documents.  All that 
I have seen is a poll that indicated that the majority of the membership 
prefered to be involved as an ICANN constituency.  This strikes me as a 
reasonable goal.  Any such constituency that can be created to represent the 
interests of individuals will doubtless be joined by members of the now 
defunct ICANN General Assembly and invariably by many others subsequent to 
the required posting of ICANN's "Request for Comments".  

A formal constituency is a body through which input can be tendered to the 
ICANN Board.  If you want them to hear your views, this is one way of making 
that possible... of course, there are no guarantees that they will actually 
listen.
