Dear Eric and Panelists;
there is two different levels there. As Walters implied it.
1. to incorporate and where.
2. to do what

Let start with 2. From experience the Panel and this organization has achieved only three things.
1. to make a list of itself and blocked which stopped when it went further
2. to elect a wrong Panel and to take a poll
3. to waste its time.

So I tend to say that the real purpose of the organization is to be the custodian of the list and data of the @large members of the governance. Its registry and its secretary. And that this registry is to support actions by others (starting with the polling services). And staying independent. We met the same difficulty as ICANN: the small secretariat wanted to do too much.

From there we must be realitic. Where is the place administrating an incorporated organization is the cheapest: France. Where is it the most convenient if someone really takes care about it: USA. I can do the job and may to be heped by some French in here (?) or amy be you, Walter and some others may do it in the USA if you find the necessary funding.

Then we have the Secretariat task and the datamanagement task we have to find benvolent/ressoures for. Once this is made we can quickly vote for the Panel as the BoD (to be) of that organization.

To vote, we need a decision of this Panel and to have Joop to prepare the Polling Booth for that.

Motion 0. I suggest Joop prepares the Polling Booth for a vote of motions by the Panel Members that every @large Member may follow.


I suggest the following motions to be finailized and entered into the Polling Booth if seconded:

Motion 1. an organization in charge of the registration of the @large members of the Internet governace shall be incorporated in France/USA

Motion 2. that organization will permit the confidential use of the @large member list according to the limitation decided by the Members to organizations they selected for the support they intend to bring to the @large cause. The first organization will be the one set-up by Joop Teernstra to serve the @large community with a Polling Booth both for votes and to take polls.

Motion 3. that organization will set-up a Secretariat which will manage a common information web site for user registration, infromation on the list and the secretariat and links to the @large community sites.

Motion 4. that organizatino shall have a BoD of 11 Members who will be elected by the community in the shartest delays as a temporary Panel and a future BoD.

I believe we need to ask ourselves:

 - From what "location" might we expect our initial funding to come?
 - How might we maximize "their" benefit(s)?

That "local" needs be on the short list, regarding incorporation...

And on a related point, again I ask (believing it needs re-asking after
the latest round of events), do we have any attorneys amongst ourselves
who have some not-yet-allocated pro bono time?
