The only "decent" vote is
1.a vote of a quorum of Panelists or
2. a vote of the entire membership.

You are the only person with the complete membership list.


Why don't you use the voting software that you prepared and ask all members when they want elections.
Give them a choice of timetables, so that there is time to prepare a tight mandate for the new Panel first.
