Section 4(1) of the Incorporated Societies Act 1908 reads:

(1)Any society consisting of not less than 15 persons associated for
any lawful purpose but not for pecuniary gain may, on application
being made to the Registrar in accordance with this Act, become
incorporated as a society under this Act.

Section 31 further reads:

 In estimating—  
 
 (a)The number of subscribers to the rules of a society for the
purposes of section 4 or section 7 of this Act, or to the rules of a
branch or group of branches for the purposes of section 3 of the
Incorporated Societies Amendment Act 1920; or  
 
 (b)The number of members of a society for the purposes of section 4
or section 25 of this Act or of a branch for the purposes of section 2
or section 3 of the Incorporated Societies Amendment Act 1920—  
 
 every corporate body that is a subscriber or member shall be taken as
the equivalent of 3 subscribers or 3 members, as the case may
require.]
