That's because we *are* ineffective!

Personally, I *don't* think the solution is to hire a
Webmaster (who is to hire one and with what?) since we've
already seen what happens with a volunteer Webmaster who
was under the impression he worked for the Panel Chair
rather than the organization. But then again, I can hardly
blame Bret since we really aren't an organization yet.

The idea we had discussed was to have the Web WG in charge
-- that is, a group of people working *together* and
making decisions as a committee so that no cowboy could
act unilaterally. Unfortunately, WG-Web ended up being
"chaired" by the same person who was Panel "Chair" and
a prime unilateralist.

If we do make it to elections, I'd strongly recommend we
call for nominations not only for Panel members but also
for the chairs of our various (now-moribund) working
groups. My reasoning is that if we and our electees
become accustomed to the notion that people are elected
to fulfil a mandate, are responsible for carrying it out,
and are responsible *to* the electorate (rather than
vice versa), we might actually have a hope of getting
this group organized enough to incorporate and function.

Failing which, of course, this whole exercise will have
been nothing but further proof that a bunch of individualists
and a Web site do not an organization make.
