Currently there really is not "Official" At-Large, yet some efforts such
as ICANNATLARGE.ORG are attempting to become one
Dear Danny and Jeff,
we should for a moment carry a small lexical effort and agree once for all on the following definition:

@large [eng. "at large", fr. "au large"]: at large individual members of the internet governance. @large act in private capacity, whatever their other non-commercia/professional structural links, they may also freely exercise though the participation of their structure in one or several governance constituencies or support organization.

I would personnally add as a comment:

@large form a very diversified community. Several organizations propose to aggregate them. Until now they all mostly failed because each of them wants to be unique.

And propose a solution:

Most probably their organization will only take-off through the provision of complimentary services by volontary associations funded by their Membership or/and ad-hoc self-sustaining commercial propositions. They should permit @large to commonly share or have access to specialized parties, common directory, polling and voting solutions, local gatherings and focus groups. Such propositions shoud concert through an (unformal) alliance similar to the ccTLD alliance, where no one can take a lead but everyone can benefit from common services, experience, representation, image and etiquette.
