Dear All,
Joop has started a straw poll on his vision of an @large party. The 
questions are very detailed and corresponds to refinement of his CA (Cyber 
Association) Charter, already tested as the IDNO. He has chosen not to 
coordinate with anyone and decided alone who would be his watchdogs.

I regret this way risks to add confusion to the already much confused 
@large process. I would have prefered we carry first the Abel's proposition.

But I must acknowledge Joop has the right to do what he thinks best for his 
ideas: Vittorio has cleverly  impeached the Panel from carrying its 
mission. His reasons are of no interest, but in the future we (I) will have 
to protect ourselves against such coups by our seemingly most dedicated ours.

I will not resign. Bruce, Eric and I transmitting legitimacy to the next 
Panel, after hopefully carrying our mission to organize its election, is 
the best way to give this organization stable roots. I therefore propose 
Bruce and Eric:

1. that we accept, as the best solution, to have the vote carried by 
Elisabeth, if she accepts
2. that our second choice is the Abel's proposition
3. that our last choice is the use of Joop's booth provided the three of us 
may control it
4. we ask Jan and Judyth to bring every cooperation to these three 
solutions providing them now with the list of the Members (we want no 
further delays/change of mind the day we need it)
5. we encourage the members to participate in the current private Joop's 
polling
6. we however regret that a normal democratic debate cannot currently be 
supported by other pollings
7. we work out together a few motions:
    - one to salute the election of Michael Palage against the obvious 
desire of ICANN and ATT
    - one to comment on the RIO meetings
    - one to call our Members to create a WSIS working group that YJPark 
could lead.
    - one to support Danny Younger's SME constitutency effort
