In my opinion, there are two possibilities on this.
Either Bruce and Jefsey are still a valid panel, and in this case they can
take decisions on announcements, mandate, nominations, timings etc. - and
they don't need to have the membership list to do this.
Or they're not, and then some members should take the lead in discussing
these issues on the list, recognizing consensus, and consequently setting up
the elections. Of course this is currently not foreseen by any rule, but if
we have no Panel any more, we have no other way to proceed, and if we don't
act like this, no elections will ever happen.
Personally, both options are fine with me, as long as the resulting
elections are held fairly and promptly - though, given the situation, I'd
prefer the second one.
