Stephen and all fellow members,
No it is not too difficult to prevent multiple/fraudulent additional
accounts per person, Stephen. Registered E-Mail can do some of
that work for you as well as the addition of PKI or a TLS certificate.
Of course none of that is free. But preventing or fighting fraud is never
free! Not fighting fraud also is not free. And in fact, if we are not
careful we will find out just how expensive not taking responsible
steps to address fraud in these sorts of situations can be!
A word to the wise should be sufficient...
