Based on a motion of the acting Panel, ICANNATLARGE.ORG is conducting an
election for eleven persons from within the membership to serve on our
executive panel for a term of one year, or a reduced period if the
newly-elected Panel so decides.

We are also soliciting questions to place on the ballot that can help
the new Panel you will be electing determine the will the membership.

- Election timing.  Here is the schedule of events for this election:

Fri Apr 18		Official e-mail to membership, soliciting nominations
0:00 GMT		and questions to ask on ballot (this message!)
			This e-mail is being sent to the membership using the
                  method to be used to send the ballots, so that everyone
                  can validate the process.

			Official announcement of election on the website

                  A polling commitee will be created, consisting of the
			outgoing Panelists and any other members who wish
                  to join them, excluding any candidates.

Fri May 2 		Deadline for nominations and member registration
0:00 GMT

Mon May 5 		Deadline for nominees to accept
0:00 GMT		Candidates will post their statement online, and provide
			a link to Bruce Young (bruce@barelyadequate.info), who
			will post the links on the Web site.

Wed May 7	  	Final ballot text and voter list supplied to Jefsey
0:00 GMT		Morfin

Fri May 9		Ballots will be e-mailed to the Members, and voting begins.
0:00 GMT		Each ballot will include an ID code unique to each member.
			The list of unique IDs will be provided to the Watchdogs.
                  Ballot replies will be forwarded to a mailbox opened
                  for each watchdog.
			Only the first ballot received for each unique ID code
			will be counted.

Sat May 18 		Voting ends. Watchdogs will collect and count the votes,
0:00 GMT		and publish the results on the Discuss list.
			The watchdog's list will be posted to the Web site.



- Panel Nominations.  Please feel free to nominate as many persons as you
wish, but please keep the following issues in mind:

	1. The person(s) nominated must be members of ICANNATLARGE.ORG.
	   If you are unsure, feel free to visit our membership list at
	   http://www.icannatlarge.org/view.php?sortorder=alpha and look
	   for their name!

	2. You should have a reasonable expectation that the person(s) you
	   nominate will be willing to serve, and will have the best
	   interests of this organization at heart.

	3. Persons nominated by more than one person will be considered to
	   be seconded.  Those nominated only once will be identified on the
	   At Large Discuss list, and readers of the Discuss list will
	   be given the opportunity to second their nomination.  To
	   subscribe to the Discuss list, send an empty e-mail message to:
	   		atlarge-discuss-subscribe@lists.fitug.de

- Suggested Questions.  The following questions, transcribed from two recent
ICANNATLARGE.COM polls, will be on the ballot in some fashion.  They are
being duplicated below as examples of the kinds of questions we're looking
for, and will hopefully stir your imagination.  Please reply with any other
questions you think should be asked on the ballot.

Note: PLEASE, do not answer these questions in your reply!  Save your
answers for the election ballot!

Here's the questions:


Organizational Structure
1. Should we be organized as a single organization?
2. Should we be an Umbrella group for other local/regional At Large bodies?
4. Should we participate in ICANN's RALO process?
5. Should we have Parties?
6. Would you like to join a Party?
7. Would you help to set up a Party?
8. Do you trust ICANN's At Large structuring?

Icannatlarge Leadership
1. Do you want a "do-it-all" Panel or Division of Powers?
2. Should we have a separate Web site Panel? If so, how large should the be?
3. Should we have a separate elected Polling Commission?  If so, should it
be
independant of Panel control?
4. Should we have a separate elected membership committee?
5. Should we have a separate elected Executive?
6. Should members elect a Panel that makes all decisions, or should the
members be polled for all major policy decisions?
7. Should the Panel appoint persons to serve as representatives to ICANN
and other entities, or should the membership elect their own representatives
themselves?

Incorporation
1. What is your preferred jurisdiction for incorporation?
2. Should we incorporate in the United States for tax reasons
3. Should we incorporate without much consideration for tax exemption

Organizational Rules
1. What should our succession rules be when Panel members resign?
2. What rules should govern the Website Panel, if we have one, and
webmaster?
3. What constitutes a quorum for Panel votes?
4. What constitutes a quorum for membership votes?
5. Who would you trust to write an Icannatlarge Charter?

Polling Methods
1. Should we have regular polls?
2. What is your preferred method of being polled (Web site, e-mail, etc.)?
3. Can all members poll their fellow members?

Elections
1. What should the terms of office be for the Panel and Committees?
2. How should votes be conducted, counted, and verified?
3. Must elected Officers participate in membership votes?
4. Should we have a Nominating Committee, and if so should it be appointed
or elected?
5. Who would you NOT want on the Nominating Committee?
