This doesn't avoid a falsification of the digital image of a document (or fax, or pdf file)
But it is a good beginning.  
  
Another effective way, although you cannot apply in all the cases, it is appealing the Internet, surely many are in several sides in the net, where it is possible to check our participation in events (for example), as the staff of a company, as professors or students of some educational institution.  Of course neither we will avoid the frauds of personal website, but I don't refer to personal websites, rather to public or institutional places.  
  
On the other hand, it is necessary to consider those who are not in Internet for different reasons, people (members) that they are very capable and competent and they would be excellent panelists, but that they are not in many sides of the net. Neither we can discriminate against and to close the circle to the permanent activists (the doors should be open).  
  
The key of the topic is to check the person's physical existence and that its age is the correct one, the how and which those tests are, it is something very wide to my to understand. The watchdogs can evaluate those evidences and to put them to consideration of the organization.  
  
And neither we can generate a bureaucracy that doesn't allow to move agilely in the elections.

  I would suggest that as an added task the "watchdog" committee will
  verify the candidates in a not to difficult manner, I would think copies
  of government issued id (passport and/or driving license) some form of
  "letterhead" with the address of the candidate and perhaps a domain in
  their name or other more or less secure means, but all in combination
  with the copy of the passport/drivers license would at least take away
  most doubts and as an added bonus would certify that the candidate is
  over 18 years old, which should be a minimum age imo.

  Sending a scan, fax or pdf containing the documents along with a
  telephone-number to any (not all) member of the watchdog committee
  should suffice.
