 This is also not true either.  Many people pay their Credit Card
debts via a money order which the purchase with cash.  Hence no
bank check is possible.

 I have two bank accounts in France in my name.  I can do the
very same thing in France as well.  Hence if you are referring
to France as "other legislations" you are also incorrect there
as well.
