  Pay Pal is far from perfect.  In fact it cannot verify anyone. I believe
this essentially was Jefseys point.

  Policemen's Job is to catch crooks and enforce the law.  Pay Pal's
purpose is not as a verification method or process.  Hence the
error in part in attempting to use it for such a verification method.

  I agree with the gist of this comment as Jefsey did not offer
any other suggestion.  But others already have.  I would suggest
using PGP, RSA, or see the IETF's RFC 2445 for further information.

Another suggested actual verification method is using TLS level 2
certs.  These (Level 2 certs) are not obtainable in all countries however.

  I would also say that James T's phone call suggestion is also
a good enough method that could be used as well.
