Joanna: I don't agree with that arbitrary judgment.  In practice their
record will be held against them in any future election, and there are
certainly members who will point out what has happened in the past, but we
have no means of knowing why someone has stayed silent at this time.  Car
accident? Sudden personal crisis that was more important than this
particular issue at this particular time? Who are we to judge until we are
faced with an explanation?
