Background:
 - All "new" members are "Provisional," until...
 - If "they" really want to spoof, they may find a way, regardless
 - Let it be their responsibility to prove to us who they are
 - Low-Tech can have high results
 - KISS - Keep It Simple Seriously

Tier One:
  They need to be vouched-for by two or three existing members.

Tier Two
  As a "new" member, one has provisional-membership. As a
provisional-member it is one's responsibility to participate and earn
full-status if one wants to be a Chair, a Panel member, an Officer - in
other words, hold any position of responsibility. If not, one can stay a
provisional member, with all associated rights. Have a problem with
provisional/full - then call it member/authenticated member, whatever.

Tier Three:
  If you are real and active, you leave "tracks," in both virtual and real
space. Some of these "tracks" are more-better than others - you should
know what we mean and what they are, we should not have to tell you. So,
you "show us your tracks," the best ones - and we will let you know.

In Example:

A Provisional Member's petition for Full Membership status:

"J. Doe, M. Smith and T. Brown have vouched for me. I have been active on
the X committee and in the Y listserve for six months now. I would like to
be considered for the Chair of the X committee. My personal website is at
URL. I am an officer of the Z group, URL, and committee-chair for the A
organization, URL, and am mentioned on both their websites.  My phone
number, (123) 456-7890, will resolve to my home/business address when
submitted to AT&T's reverse-lookup."

Or, "...a Google search, keywords WORDS, will show I have been published
in..."

Or, "...in addition to J. Doe, M. Smith and T. Brown, F. Jones, who has
been active here for B years, lives in the same town as I and knows me
personally."

Then again, if the best they can do is show us a mail-drop...

This would work...
