if you have taken time to check the panel list archives, you will see that the motions that the panel have taken up so far concerns matters which needed to dealt with quickly. polls, mailing list, website, forum, verification committee. i am sure we will get to talking about the organization's bylaws soon.
in fact, i believe that the reason why abel's post on bylaws didn't get responses so far is that most panel members believe it will take a lot of time and that it will be better to deal with the urgent matters first, especially, if they are needed to be able to discuss the bylaws better.
it would be nice if you don't bullshit people who are really taking time trying to make this thing work. feel free to do that when at the end of our term we would have come up with nothing. for now, please give us some time.
