Abel,

As your fellow panelists only seem to respond to motions, why don't you draft 
a motion to commence work on the bylaws and make it clear that results (one 
or more proposals of Bylaws to be submitted and approved by a majority vote of 
the membership) are expected within two months?

Clearly I am frustrated with your Panel's lack of understanding as to what 
constitutes the Panel's mandate.  If your fellow panelists can't be bothered to 
deal with this issue (even after you articulated your concerns on June 17), 
then why should any of us on this discussion list continue devoting time and 
energy to icannatlarge?  Why not simply turn off the lights?  

Of what value is a Panel that won't aggressively honor the original mandate 
of the founding membership?
