[atlarge-discuss] Proposal: How to Replace Panel Members...

What's wrong with this?

1. Panel votes no confidence in Sebastian Klein for non participation, as
agreed under the terms of MIA Motion passed by the Panel.
2. Panel votes to appoint Mauro to replace SK as a Panel-elect member for
reasons including the following:-
a) He is the candidate who received the next highest number of votes in
previous election
b). He is actively participating and has demonstrated commitment to the
organization.
c) He is already ID verified
3. Mauro's appointment is made subject to a vote of the whole membership at
the next panel election in 12 months time, or sooner, if so determined by
the Panel.
4) If the number of Panelists appointed exceeds 3 in any one year, an
interim election is triggered, including on the ballot an option to reduce
the number of Panelists rather than replace the candidate.
