Joanna and @Large,

This is a good step forward.  I disagree with only the No. 4 item, this
"Panel" is temporary by nature. In the future there well may be no
"Panel" but a more formalized Executive Board and Standing Committees,
depending on the fruits of this Panel's efforts at incorporation and
By-laws, which continually seems to escape a large number of people as
being the sole reason of the existence of this so-called "Panel"....

Jeff,
A more formalized structure will supercede anything that has gone before it,
making item 4 mute, so I don't see this an issue.  Change is inevitable over
time,  so let's not get bogged down with this kind of minutiae while
pressing issues like Bylaws need to be addressed. The issue is about
replacing an errant Panelist - there's only one - so I have no objection to
dropping item 4 if you feel it's contentious.
