Walter and all,

To name "invite" to the methodology of filling the vacancies in the Panel is
not correct or at least it is not conceptually correct in all their real
sense.

The members already determined their preferences for each candidate (elected
and non elects) and the order is established. It corresponds to respect that
order. Of course, if the candidate to which corresponds him to occupy a
vacancy you won't present to exercise the command that the members commended
him, of course it will be appealed to the following one in the list.

That administratively it should be communicated (to invite) to these
candidates to occupy the seats, I don't find the term to be the appropriate
one to frame the concept and the task that it will correspond that member.

On the other hand, differing initially among the members voter and those
that occupy the vacancies later on are discriminatory, it is as treating
children and bastard. In other words, who, for reasons "X", corresponds him
to occupy a vacancy, a Panelist becomes more, without distinctions neither
you differ to the rest, with the same obligations and rights that the other
ones. Or... a vice-president that occupies the president's chair for that
the president dies, an illegitimate son of the election is?.

Los miembros ya determinaron su preferencias por cada candidato (elegidos y
no elegidos) y el orden está establecido. Corresponde respetar ese orden.
Por supuesto, si el candidato al que le corresponde ocupar una vacante no se
presentare a ejercer el mandato que los miembros le encomendaron, por
supuesto se deberá recurrir al siguiente en la lista.

Que administrativamente se deba comunicar (invitar) a estos candidatos a
ocupar las sillas, no me parece que el término sea el adecuado para enmarcar
el concepto y la tarea que le corresponderá a ese miembro.

Por otro lado, el diferenciar entre los miembros elector inicialmente y los
que ocupen las vacantes posteriormente es discriminatorio, es como tratar a
hijos y bastardos. En otras palabras, quien, por razones "X", le corresponda
ocupar una vacante, pasa a ser un Panelista más, sin distinciones ni
diferencias al resto, con las mismas obligaciones y derechos que los demás.
O...¿un vicepresidente que ocupa el sillón presidencial por la muerte del
titular es un hijo ilegítimo de la elección?.

Most "panels" that I know (over 90%) fill vacancies by panel invite. All
"panels" I know, fill vacancies by internal (also officer vote, etc.)
invite, with tenure until next formal-vote.

In addition, I've been involved with about a dozen formation-groups. In
all cases vacancies were filled (or would have been filled) by invite.

Now, that does not prevent the invite from going to anyone - but it does
prevent the invite to going to someone not known...

Again - paraphrased from an existing set of bylaws:

The Panel shall have the power to fill all vacancies on the Panel. The
Term of any "Non-Elected Panel Member" will continue until the next
scheduled regular election, at which time the "Non-Elected Panel Member"
may run for the position of Panel Member. The powers and duties of
"Non-Elected Panel Members" shall be the same as elected Panel Members,
except for the aforemention Panel Term.

Why I've gone on about this, is that this form of vacancy replacement is
the norm - what we had suggested is not.
