This is not a reasonable representation of the duties of a Panel member.

Panelists were elected by the membership to work together on the issues
before them. Not to do nothing if they had no interest in whatever was on
the agenda at any given time.  they were also required to vote on every
issue with a penalty of removal from office if they failed to vote on three
consecutive issues without being excused. For you to suggest that Sebastian
Klein may do nothing, may fail to attend meetings, and may fail to vote on 9
out of 10 consecutive occasions, is preposterous.

If, as you suggest, Sebastian looks at it as a "waste of time" then he
should have resigned immediately.
