This is specualtion in and of itself, sponsored and practiced by Verisign. Verisign (the registry) becomes the speculator by selling you dibs on a domain which may or may not expire. Registries ought not to be involved in anything but the maintenance of the registrations dbase.

If aunt Ethel wanted to back-order a desirable domain and used another provider, she would lose out to whoever used the insider service as a matter of course.
