Your points are well taken, however, if this organization is to "call into 
question" matters concerning ICANN, an outstanding issue remains... to whom will 
such concerns be addressed?  

It is folly to write to ICANN regarding WLS in the middle of a lawsuit as 
they are precluded from commenting in the midst of litigation.  It is pointless 
to target the DoC for such correspondence as there is no other entity waiting 
in the wings as a replacement candidate to manage and administer the DNS.  That 
leaves only the ITU, WSIS or the Press as recipients of an organizational 
message.  

I guess this all comes down to strategy.  Who will the At-Large lobby?  What 
issues should be at forefront of such lobbying efforts?  Frankly, I think the 
At-Large would be better served by raising the issue of ICANN's lack of 
responsiveness (which covers a lot of fronts) rather than tackling the sundry 
grievances associated solely with the WLS issue (which I view as moreso as a 
speculator concern than as a general user issue).
