[ICANN-EU] Bylaws Version 0.2



Dear all,

	I included a possible voting system (new V., and the definitions
become VI.) in which a member can call for a vote if she/he sees it
necessary but also has the duty to organise the voting process. Please
note that this is not a stable construction, should somebody wants to
cause trouble, this is a good chance to start. Tell me if you rather
prefer it to be in or out. Furthermore, there now is a 'guest member' that
can discuss but not vote (but who wants to check for the details of
members nationality?) and objectives are stronger focused on the AtLarge
directors discussion. Did that cover everything?

         BYLAWS OF THE EUROPEAN AT LARGE MEMBER FORUM
         --------------------------------------------



I. General
The European At Large Member Forum is a community of Europeans who take an
active interest in ICANN and its At Large Membership. It binds itself to
be completly open and transparent.

II. Objective
It is the goal of this forum to discuss ICANN related topics and define
positions that can express the view of the majority of the European At
+ Large Members. Forum members are invited to promote these, especially
+ by communicating with ICANN's At Large directors

- or to promote them using other options
- that ICANN offers.

III. Structure
To become a forum member it is only necessary to subscribe to its central
mailing list as defined in VI. All topics have to be adressed on this
list.
Members of the forum do not have to be ICANN At Large members, but it is
suggested that they become so. A website serves as an archive of the
discussions and documents agreed upon to ensure transparency of
communcation processes. Unsubscribing to the mailing list is the
equivalent of cancelling forum membership.

IV. Limits
To form a group that is managable in size the European forum limits itself
to European members as defined in VI. Other regions are encouraged to
follow this example. Promotion of regional interest is no primary goal of
the forum. All its positions should be acceptable for ICANN At Large
members worldwide regardless of regional background.
+ Interested individuals of other regions are can join the forum as guest
+ members but have no right to vote.

V. Voting
If controverse discussion does not come to a conclusion or if a position
needs to be filled and is challanged, or a member feels that other reasons
make voting necessary, then any member can call for vote.
To do so he must
(a) lay out a no-cost electronic voting system that every member can use
    with a low fraud risk
(b) clearly define the topic and positions that the vote of the members is 
    called for and a timeframe of no less than 7 days in which voting is 
	possible
(c) send that information to the list in an email of which the subject
begins
    with the words 'request for vote'.
The majority of the given votes then decides the position of the forum in 
that topic.

VI. Definitions
The central mailing list of the European forum is icann-europe@fitug.de.
Its website is http://[call for proposals]. Regions are At Large election
regions as defined in the bylaws of the Internet Corporation for Assigned
Names and Numbers.
