Everything that ICANN does, should contribute to the following major
goal:
- Transition of control from US Government to a stable, trustworthy
private ICANN organization meeting the 4 White Paper requirements:
* Stability, coordination of a stable structure of addresses
and numbers in a global open Internet for everyone.
* Competition, as little central ICANN work as possible, the
rest should be under normal competition rules. The
addresses and numbers should give equal opportunities to
comparable entities in a global scope.
* Private, bottom-up coordination, ICANN should remain as a
private entity with Board guidance from Support
Organizations and the At-Large membership.
* Representation, diversity at all levels, geography and
background.
The ICANN Board and ICANN's owners should develop a concrete plan with a
timescale for the achievement of this goal, including a study of the
Legal and Regulatory aspects of such transition.
After the transition, ICANN has reached the true operational phase.
