Ironically, this is exactly what many ccTLD managers did to the pioneer
registrants that had already registered names in the ccTLD registry prior
to "new management" taking  over the delegation from a University volunteer
or some such. (in .nz there were the pre-july 1996 registrants)

Had they been more tactful about it, they would now have enjoyed more
support from their DN holders and indeed a joint position vis-a-vis ICANN
might be feasible.
