Some excerpts; my translation:
"This was by no means the Europeans revolt against ICANN".
"In the past year, there have been communication problems
between ICANN and the ccTLDs again and again". Everyday
things had partly taken months to solve, and at almost
every new meeting, ICANN demanded more money from the
local organizations.
There has been displeasure at the ICANN meeting among
ccTLD representatives, but "those threats were rather
meant rhetorically and are now interpreted wrongly."
"I certainly think ICANN still has do to its homework."
She views the establishment of an additional communication
channel by means of a specific contact for the daily
business as a positive delopment.
