I agree with your considerations, and about 'the amount of work' maybe a 
simple dropout form should be enough. Considering that we may expect a 
relatively high number of dropouts on few last days to allow some candidates 
to reach the 2% cap this will also save some amount of work to ICANN staff 
too (which will have to manually handle the process instead).
