You are right. Such discussions already took place in the last few years @
ICANN. I'm addicted to open and large discussion forums. (Refer to the
action today replacing a web based forum by a mailinglist.) I can imagine
broad discussions with thousends of people organized like Usenet. It is
known to work. I know how to deal with. (Please do not consider the
discussions in de.org.ccc as a representative example, the quality is to low
for most candidates.)

You miss an other class of people: Publicity addiced ones.
