The rules allow only for members of the African region to endorse an
african candidate. In principle, this rule seems reasonable to me, if one sticks
to the idea of regional voting at all.

It's a little (but only slightly) better now, but you're right, of course.
The only way is to mobilize your members.
The problem is more general, if I see it right. All the other regions
(except for Europe, where one candidate has a very good chance to get enough
endorsements) have not reached the minimum number of endorsement for any
candidate. Member nomination might fail in all the other regions, therefore.

You still have the nomination comittee nominees. Which is really the
second best solution, of course. But I have no solution here.
