While your ideas are interesting, I don't believe we should apply
them right now.  For the moment, let's keep things simple, stupid.
Additional structure can be added later, when the overhead brought
by this structure is outweighed by eventually gained scalability
benefits.

In my humble opinion, the first piece of structure which should be
added in addition to the open list may be some kind of an announce
list to which only the European @large director can post, so a
broader public can follow his or her activities without having to
participate in discussions.

However, we shouldn't create that list before we actually have the
director - after all, he or she will have to agree upon using it,
and, as opposed to an open list, it would be useless without the
director's participation.

Additionally, the idea to add regional, language-specific, or
national lists in addition, may be pursued as well.  Most likely,
such lists should be introduced as needed.  However, they SHOULD NOT
replace the international English-language list.

Getting the necessary infrastructure for all this won't be a
problem.  It's there. ;-)
