Dear Vittorio, Dear all,
Here are my views:

Open!

Everyone presents him/herself in a special ML, otherwise not
accepted. So every member knows the other members. If we
observe problems, we call for participation, or we self-destroy
to reform.
>2) What should its mandate be?
>- Should it advise the Director?
Of course!
>- Should it promote participation, organize open forums, lists etc.?
It must try, maybe at later times.

Of course!

Of course!

It must try, maybe at later times.

Decide later.

No reason for something like that, except in case we form
something more structured than a message list and a candidate
expresses him/herself towards that structured body in ways
that please that body.
