 This is a typical ICANN solution.  No solution at all.  The ICANN
At-Large membership problem has been an ongoing one for some time.
It remains unsolved and getting worse in scope and made up complexity.
Again typical for the ICANN staff.

  Jeanette, it is very obvious to me and our European member that you
do honestly care.  Unfortunately the ICANN board and staff recognizes
this as well and is somewhat scared of folks with these honest feelings
and concerns.
