Jim and all,

  Yes the RICO laws have been discussed on occasion.  The Current
ICANN board seems to be of the belief that they are either immune
to these laws or is willing to bet that no one will take them to task
with regard to them.  Sadly, I am afraid this current ICANN board
may be right on one of both counts.

  I don't recall seeing any discussion as to the The Economic Espionage
Act of 1996, however.  But it is interesting that you have brought it up
here.  I am not sure if it is relevant or not though.
