Actually, both models are quite close - in fact, the description of 
the basic idea is almost verbatim the same:  "organizing ICANN along
functional lines of developers, providers and users".  (In the 
ALSC's words.)

The key difference is, of course, who the members of an ALSO are: In 
Roberts' paper, it's members of a "recognized and verifiable local 
organization that provides a local culture and language-centered 
focus for participation and takes responnsibility of identity and 
fraud prevention in membership activities including voting" (in 
reality, this would be pay to play, too).  In the ALSC's draft, most 
of this is put into the registriar's hands, the members being 
registrants.

That is, the ALSC draft relies on existing structures for managing 
the membership.  This is probably a good thing in order to get 
things started where no grass-roots process exists.
