Please do not be dispirited by this modest beginning of democracy. This 
will be an organization where the work of all volunteer members counts. The 
election has been more reflective of merit than of geographical "affirmation".
This is not bad.
There is a Spanish languague forum on our website. Please use it to 
organize the Spanish speaking  At Large members.

Create an advisory group there, dealing with Latin American problems.

If your aim is to be elected as a representative on the Panel in 12 months 
time, all you need to do is Volunteer to help.
I very much liked Joe Borda's first posting here. Just an offer to roll up 
the sleeves and a testimony of qualification.  If we have more of these, 
there will be no shortage of candidates for the next election.
