That is *all* the service you need from the webmaster.
Two days of accusation and insinuation have already passed while you could
have sent the ballot message right then when I told you that
votes@icannatlarge.com was active and new@icannatlarge.com was ready for your message.

Or is it that you don't want to take responsibility for sending out that
ballot message?

I am not against this vote at all. Apart from the unseemly hurry, when the 
debate on our Mission and Purpose is not yet closed, I favour it.   I just do
not want to take responsibility for sending a ballot message to which I have
not seen at least 7 signatures attached.

The only good that can come from this acerbic exchange, is that it helps
defining the rights and duties of  future webmasters and Supervisory Panel
Chairs.

I have had a stab at this before and instead of seeing this self-created
stand-off theatre as a "huge problem" I propose here a solution, to be inserted
(when approved) in our Bylaws.

Webmaster responsibilities.

1. The webmaster is responsible for the technical functioning of the website
in all respects.
2. The webmaster is responsible for the databases built by the membership.
He will guard the members' privacy, unless compelled to share data with their
elected Panel when so instructed by majority vote.
He will provide regular data backup to ICANN's At Large elected directors,
to be held by them in escrow, to ensure the data's survival. If ICANN has no
longer At Large elected directors, the backup will be sent to an elected
Trustee.
3. The webmaster is responsible to keep the website up-to-date.
4. the webmaster keeps a public record of the time he spends on webmaster
duties.

Discretion of Webmaster

5. the webmaster may update non controversial text ,design or code on his
own initiative
6. the webmaster may appoint a Forum Administrator to manage all aspects of
the website community Forum.
 (the Panel may of course appoint one too)

limitation of webmaster discretion

7. the webmaster must refrain from implementing any change or update that
may be controversial among the membership and must at all time first seek Panel
majority approval for such changes.

8. the webmaster will immediately upon being ordered to do so by formal
majority of the Supervisory Panel:
a. remove text or design elements
b. change text, links or make other simple changes.

I submit these rules to the Panel for their approval.
