I believe the motion is with the panel.

I understand a motion shall follow the standard of thus;

The panel is empowered and a certain individual is designated to make the
appropriate overtures to a certain Mr. Schneiders in order to obtain the use of
and the rights to use  www.atlarge.org.  We hope that Mr. Schneiders is
amenable, but we recognize our fiscal limitations and ask his cooperation in
allowing us use.

These things are not difficult you just need a wordsmith.
