Vittorio and all,

  Watchdogs/Monitirs or whatever you wish to call them, MUST be
non-members and independent if any legitimacy for such an election
is to be observed.  So Vittorio,  your idea for such members
as "Volunteers" for this function is inconsistent with good process...
