Different root systems is a tautology - you can only have one root, if 
there are more they aren't roots and you can place a root above them!

If Europe ever needed to "split off" from the existing root because the US 
misbehaved it would be very simple to do it.  But let's do it if it becomes 
necessary. Not now.

And let's not encourage those who try to profit from destabilising an 
Internet that works pretty well at present.
